Hello to everybody. Thanks very much for yesterday live session and provided opportunity to use this forum. If possible, I have a practical question for discussion related to AMP competency assesssment.

Imagine, as a result of the competency assessment, AMP was recognised as "competent", but Assessors formulated some comments to improve overall quality of work. So, should Assessors monitor the execution of such recommendations? If so, in what time it should be completed? Is it need to be additionally documented by Assessors? Or, probably, it is sufficient to be done during the next competency assessment?

Hi Maria,

The role of the assessor is to provide comments and recommendations regarding competencies of the assessed persons and/or groups and this can have an important impact in organizational development. In this respect, decisions should be made according to organization approach.

Organizational changes regarding overall improvement of activity might need a long term planning and implementation, depending on the impact. In this context, the role of the assessor should be only regarding identification of the new assessment objectives and applying these following implementation of the changes.

Hi Maria,
I will answer your questions from how we do it here in Australia. The assessors do note areas forecasters can improve even if they are deemed competent. We like to give forecasters ways to develop professionally. We remind forecasters that the competency assessment is the minimum required performance to do the job, but if they want to excel, there are certainly areas we can recommend they focus on developing. We document this feedback and provide it to the forecaster and their manager. Once our assessors have completed the documentation and communication, we hand over the responsibility for any follow up action to the forecaster's manager. It is not our job to instigate follow-up action, that is the job of the manager. However, we can respond to requests from managers to conduct training based on the recommendations. We just won't initiate that without the manager's endorsement. I hope that makes sense.

Competency assessments do provide good motivation to conduct professional development. Organizations that deliver training prior to assessment, especially if that training is targeted to recommendations from previous competency assessments, will see an improvement in performance overall.

Hi Andrea

I give you an experience with us in Uganda. We have two types of assessors recommended by our National Examination Board. One at school called Academic assessor the other at Field called Field assessor where field training is to take place. Now during field training the former goes to the field utmost once unlike the latter who is most of the time with the trainee. In most cases competencies given by the field assessor overwhelm those of Academic due to improved technology which may not be available at the training institute. All of them are assessing competencies of the trainee. How can the training of these assessors be streamlined ?

Dear Andrea and Paul,

thank you for your views on this. It is reasonable approach to delegatere responsibility on  follow-up actions to manager having in mind that the role of assessor is primary to check the minimum required standard. And of course, organizational development depends on how appropiate recommendadtions met. 

Is the training course for assessors which was mentioned during the live session going to be open only for Eumetnet members? How it is progressing?

Hello Maria,

As part of the team that will develop the training course for assessors, I will try to answer to your questions:

1. The course is going to be an Eumetcal course, and as you know Eumetcal is an Eumetnet optional project.

2. The course will take place in 2017, and most probably it will a blended one; we will post on the Eumetcal website, all the necessary info regarding the course (programme, etc.).

thank you for replying Maria. Let me add the official Eumetcal "voice".

As usually in Eumetcal courses, any Eumetcal member (=EUMETNET member) can apply to the course, as well as Eumetcal partners countries (USA, Russia, Israel, Canada and Australia). Most often participants from other countries are also accepted, upon agreements with WMO and EUMETSAT.

As Alexandru said, some Eumetcal members, with the support of Eumetcal, are now in the process building the content and activities of the course, which shall be offered after the summer of 2017. Rushydromet was also involved in the initial development of this training course concept.
