Dear participants, this is the last session of this amazing event! We hope that our session will be as useful as the previous ones for entire community.

My name is Paul Bugeac and I will hold on Tuesday 18th at 12 UTC the opening (live) session , regarding the concept of competencies and the means of proving that meteorological personnel is really competent. 

As most of you already know, competency framework was firstly developed and became compulsory for aviation meteorology and, afterwards, developed for most of meteorological branches as a recommendation. We are not very sure on the level of defining these competencies at organization level so, at the very beginning we will present the concept that stands behind this action. What does this have to do with assessors? Well… in order to assess something you need to know what to assess!

Most of the meteorologists have a, somehow, conservative approach: once competent, always competent! But this is not true! Changes in technology, NWPs, methods of forecasting and even human nature of forgetting things one doesn’t use often determine the need of reassessing competencies on regular basis. We will also present some of the basic concepts of assessment as we discovered and the tools identified for aviation that can be applied to all branches of meteorology.

In order to go more in details regarding the development of assessor skills, EUMETCAL will start next year a blended course dedicated to a totally new topic: train the assessors!

The forum debates following the live session will be dedicated mainly to you opinions regarding principles of assessment, the ways staff is, or will be assessed and suggestions in order to make the planned course more effective.

The facilitator team is composed of enthusiastic specialists from different countries and organizations and are also the initiative team that will develop the above mentioned course: Alexandru Hozoc (ROMATSA), Claudia Faccani (ENAV), Paul Bugeac (ROMATSA), Phil Merritt (UK Met Office), Tony Tighe (Met Eireann).
